About the role

As Head of Product & Delivery, you will lead multidisciplinary teams of delivery managers, product managers, programme/ project managers, software engineers, user researchers, service designers and digital analysts.

You will be as interested in people as you are in products, and work closely with other heads of service including Engineering and Customer Experience, to provide leadership and direction.

You’ll champion Hackney’s product vision and strategy, and bring it to life. You’ll prioritise product development based on user needs, service objectives and strategic goals in order to deliver measurable benefits to users and the organisation. 

You will lead effective delivery of work whilst ensuring teams are operating in a healthy and productive environment. You’ll maintain the high level roadmap and work closely with delivery managers to prioritise work and resource product teams. 

You’ll develop trusted relationships with other council teams and work with them to improve services, articulating problems, writing business cases and balancing needs with business and technical constraints. 

You’ll be an expert in agile working and coaching product teams. You’ll be experienced at programme management, overseeing strategy and vision, solving users’ problems and implementing new and innovative ways of working to achieve impactful outcomes.

You’ll play an active role in the development of our product and delivery community of practice and communicate our work effectively internally and externally.

About the team

We work with service areas across the council to create effective, user-centred digital products and services. 

We design, test, implement and iterate products for thousands of internal users, as well as for nearly 280,000 residents. We also manage over 50 contracts for digital and technology services with third party suppliers. 

Our product teams are divided into 4 main areas which support council service areas working on housing benefits and homelessness prevention; housing provision; sustainability and the environment and the council website.

About you


You’ll have extensive experience in product management and overseeing the implementation of digital systems, in a senior or lead role, and will have worked in central government, local government, or public sector organisations.

You’ll have worked on multiple products and services which deliver value for users and take a user-centred approach to problem-solving. 

You will know how to ascertain whether building or buying a product is more appropriate and can ensure that teams are fully resourced and skilled to support existing systems.

You’ll have a good understanding of the Government Digital Service (GDS) framework and will champion accessible and inclusive services.

You’re able to work in a fast-paced environment with a pragmatic approach, as part of a diverse team. 

You will have evidenced experience of communicating work effectively, showing impact and value.

You’ll be a good leader and listener, who works well with people from different disciplines, is passionate about supporting others, and open to learning new skills.

Where we work

We offer hybrid working. You will be expected to come into our offices in the Hackney Service Centre to work with your team for a minimum of two days a month, however many of us prefer to come in more frequently. Like many organisations, our hybrid arrangements are evolving and you may be expected to work from the office more frequently in future.
