This is an exciting opportunity to significantly change and develop Hackney’s approach to current challenges in respect of Prevent Counter Terrorism,Channel Assurance, Extremism and Hate Crime.
As part of the Community Safety Team committed to serving the local community, you will be provided with opportunities to develop yourselves and others, in an environment where your opinion counts and where you can make a difference to the direction of Community Safety for years to come.
You will provide a lead role for;
- In Partnership with key community safety stakeholders to develop,deliver and review the Hackney Prevent and Hate Crime Strategies and Action Plans.
- To ensure that Hackney Community Safety Partnership delivers on its Prevent statutory duties and outlined in the Home Office Prevent Guidance
- The Post Holder will be responsible for coordinating and delivering on interventions to ensure that the Hackney Community Safety Partnership delivers on its responsibilities under the Channel Assurance Guidance: Protecting People susceptible to radicalisation.
- To ensure that we work in partnership with agencies to meet our statutory responsibilities under the Prevent Duty. This will include attendance at a number of safeguarding boards including the Multi Agency Safeguarding Hub and Multi Agency Child Exploitation (MACE) meetings.
- You will need to ensure that quarterly progress reports are provided to the Community Safety Partnership Statutory Officer Group covering strategic issues affecting Prevent and Hate Crime together with exception reporting associated with performance improvement. This will also include presenting a summary of the Prevent and Hate Crime Risk Register.
- A secretariat role will be undertaken by the post holder for all Prevent, Channel and Hate Crime related Boards and meetings
- Develop an excellent local knowledge of the drivers, prevalence and wider harms of radicalisation of all kinds, including terrorism and hate crime and an understanding of those affected by this.
You will;
- You will be expected to deliver Prevent Training and will develop an online self service approach to Prevent and Hate Crime Training.
- To develop strong communities networks through the development of a key individual network plan.
- Good understanding of violent and non-violent counter terrorism policies and how pernicious radicalised behaviour can manifest in local communities.
- Communicate with the central government agencies as well as other local authorities and partner agencies, including senior, community stakeholders, and civil society organisations, sensitively and transparently.
- The post holder will coordinate the delivery of the Prevent, Channel and Hate Crime actions within the Community Safety Plan, Prevent Action Plan, Risk Register, and more broadly within their role.
- Identify and establish a local network of trusted individuals, faith leaders or charity leaders, and the community and voluntary sector also involved in building resilient communities, countering extremism and promoting cohesion.
- Develop and coordinate operational Steering Group(s) and Fora to deliver effective work and sustained outcomes following the Terms of Reference. This work includes facilitating hate crime forums and hosting themed events for building community resilience, recognising and responding to extremist narratives and promoting reporting tools.
- Support the audit, development and effective implementation of Partnership strategic plans to achieve key milestones and action targets concerning Prevent Hate Crime and Counter-Extremism.
- Lead and attend relevant meetings on behalf of the Service and Community Safety Partnership when necessary, local, regional or national.
- Keep up to date with strategic developments and good practices.
- The ability to work closely with local authorities, police and other agencies to pursue appropriate legal action.
- Deliver on the Prevent, Channel and Hate Crime Strategy through a partnership action plan.
- Deliver on the planning and implementation of the Hate Crime Awareness Week in October of each year.
- To implement and coordinate the Hackney Community Hate Crime Champions.
Strategic Responsibilities will include;
- The role is responsible for ensuring statutory duties are embedded into mainstream practices of the council and named subjects to the Prevent duty in schedule 6 of the CTSA 2015 while operating within a clear governance and assurance framework to drive continuous improvement for Hackney Council and its specified partners to prevent people from becoming radicalised or supporting terrorism.
- The post holder maintains a strong understanding of the strategic landscape of radicalisation and the Counter-Terrorism and Security Act 2015, in which Prevent delivery operates both at a local and national level to inform and produce Hackney Council’s Prevent strategy, policy and delivery plan formulation and implementation.
- The Prevent and Hate Crime Officer is the dedicated point of contact on behalf of the council, for agency partners, specifically, Counter-terrorism policing and the probation service to support managing nominals subject to the MAPPA responsibility authority.
- The Prevent and Hate Crime Officer supports Counter-Terrorism Policing, where appropriate, to investigate serious CT risks identified from Prevent referrals and the Counter Terrorism hotline, including permissive spaces, that may indicate grounds for a potential Action Counter Terrorism (ACT) offence. This area of work where Prevent and Pursue investigations overlap to bring an individual(s) to justice is conducted discreetly.
- The post holder currently represents the council at various internal and external meetings, working closely with the local community, senior council, partner organisations officers, elected members, central government, including Homeland Security, and the Security Minister.
Occasionally you will be required to work at short notice, some evenings and weekends in person in Hackney. This flexibility best meets demands of the service users and the required response to critical incidents which can happen anytime night or day.
