About the team

Product teams at Hackney are part of the council’s newly integrated Customer Service, Digital & Data Service. These agile teams are made up of business analysts, content designers, data analysts, delivery managers, digital analysts,interaction designers, product managers, user researchers, service designers and software engineers.

What we do

Our vision is to create products that reduce time and effort for residents to access the services they need and inspire confidence in the council. We work with service areas across the organisation to create effective, user-centred digital products and services. 

 We design, test, implement and iterate products for thousands of internal users, as well as for nearly 280,000 residents. We also manage over 50 contracts for digital and technology services with third party suppliers. Our product teams are divided into 4 main areas:

Targeted Services

Products that support services which meet the needs of specific groups of people, working closely with the Benefits and Housing Needs service – everything they do is geared towards preventing homelessness.


Products that support Housing Services, which is responsible for:

* Building maintenance and estate environment  

* Resident safety 

* Housing transformation

* Property and asset management

* Tenancy and leasehold services.

Liveable Hackney

Products which help improve the day to day lives of residents, and are used by the teams in Sustainability & Public Realm Services. website

This is the main way residents now find out about and access council services, so it benefits everyone when it works well. Alongside reactive management of content, we have a programme of work to deliver a new website.

About you

As Senior Product Manager, you’ll champion our product vision and strategy, and bring it to life. You’ll prioritise product development based on user needs, service objectives and strategic goals to deliver measurable benefits to users and the organisation.

You’ll help maintain the high level roadmap for our teams and work closely with a Senior Delivery Manager on prioritisation and resourcing. You’ll develop trusted relationships with other council teams and work with them to improve services; articulating problems, writing business cases and balancing needs with business and technical constraints. 

You’ll speak up for users, whether they are residents or staff, and use data and research to make sure our products and services meet their needs.

You’ll be an expert in agile working and coaching product teams, overseeing product teams’ strategy, vision and roadmap, solving users’ problems with products we’re proud of.

You’ll understand the conditions for product teams to succeed and think of new and innovative ways of working to achieve the right outcomes. You’ll play an active role in the development of our product management community of practice, model good ways of working and communicate our work effectively internally and externally.

We value empathy, open mindedness and a real passion for delivering good public services.  You’ll have experience in product management, in a senior role, and preferably will have worked in central government, local government, or public sector organisations. You’ll have worked on multiple products and services which deliver value for users and take a user-centred approach to problem solving. 

You will have a good understanding and working knowledge of the Government Digital Service (GDS) framework and will champion accessible and inclusive services, work in a fast-paced environment with a pragmatic approach, as part of a diverse team, have evidenced experience of communicating work effectively, showing impact and value.

You’ll be a good leader and listener who works well with people from different disciplines and you’re passionate about supporting others in the team and open to learning new skills.

Where we work

We offer hybrid working. You will be expected to come into our offices in the Hackney Service Centre to work with your team for a minimum of two days a month, however many of us come in more frequently. Like many organisations, our hybrid arrangements are evolving and you may be expected to work from the office more frequently in future.
