Hackney is one of the most dynamic and progressive local authorities in the UK. We are a resilient, vibrant, and creative borough in the heart of London, with strong, diverse communities and a powerful set of shared values.
Over the past twenty years, the Council has built up first-class services, outstanding public infrastructure, and a reputation for excellence, innovation, and ambition. We are leading the way on essential work such as our fight for equity in Hackney with a particular focus on becoming an actively anti-racist borough. But the work doesn’t stop there, we are proactive in our approach to bringing fairness to all aspects of life including gender, neurodiversity and across the poverty divide.
The Streetscene Service, within the Climate, Homes and Economy Directorate, is dedicated to maintaining a clean, safe and accessible environment for the residents, businesses and visitors of Hackney. By contributing to the well-being of our community and fostering a sustainable public realm, we aim to create a thriving and inclusive urban landscape.
The Highways Team, a part of the Street scene Service, is responsible for the design and maintenance of the entire highway network, including footways, carriageways, structures and bridges, drainage systems (including sustainable urban drainage systems – SuDS), street lighting and arboriculture.
We are currently seeking a highly motivated Clerk of Works, specialising in Major Projects, to join our Highways team. In this role, you will play a crucial part in the development and management of major capital investment programmes within a complex urban environment. Your primary role will be to assist in delivering both major and minor highway maintenance projects across the borough, spanning from Shoreditch to the Queen Elizabeth Olympic Park and surrounding neighbourhoods. It will be essential to ensure that all projects are executed to a high standard and aligned with our vision for the area.
To succeed in this position, you will need to demonstrate an understanding of highway construction, project management and general highway maintenance. Your experience should extend to working with external contractors and within a local authority context.
Candidates for this role should exhibit development management skills, and possess excellent communication skills in both written and verbal English. The ability to work independently, manage time effectively and provide oversight to term contractors is crucial. While not mandatory, possession of a relevant professional qualification and membership (or eligibility for membership) of a relevant professional body is desirable.
Hackney is recognised as one of the UK’s highest-performing local authorities, and is considered one of London’s most desirable places to live and work. We have achieved significant accomplishments, with our services, schools and public spaces ranking among the very best. Through our efforts, we have successfully transformed the reputation of both the Council and Hackney itself. By attracting jobs and investment into the borough and securing the legacy from the 2012 Games, we have created a place of which we can all be proud.
To ensure a fair and impartial recruitment process, we operate anonymously. Therefore, we do not accept supporting statements or CVs. The application form will include specific questions related to the post, and it is crucial that you respond to each question with examples that showcase your skills, knowledge and experience.

We are also working towards our vision, which is to be a place for everyone; where residents and staff can be proud. In order to achieve this, we are seeking individuals who embody our “PROUD” values: Purpose and Respect, where we foster belonging through active inclusion, kindness, and open dialogue; Ownership, where we champion proactive collaboration and accountability for our shared success; and Unity and Diversity, where we work as one Council to break down silos and champion anti-racist behavior.
Hackney Council works to eradicate discrimination on the basis of age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex, and sexual orientation. We also recognise that people can be disadvantaged by their social and economic circumstances, so we will also work to eliminate discrimination and disadvantage caused by social class. We also welcome those interested in flexible working. We particularly welcome applications from disabled people, as this group is currently under represented in our workforce.
The Council has a dedicated employment support service (Hackney Works), which offers Hackney residents guidance in relation to applying for jobs. If you are thinking about applying for a job, please contact the Hackney Works team to find out what support is available: hackneyworks@hackney.gov.uk
