Hackney Council’s Education Property team is seeking a resilient and experienced PMO Officer to support the effective operation of the Project Management Office (PMO) and the delivery of a complex capital programme across the education estate.

This is a critical operational role within the PMO. Working closely with the PMO Manager, you will contribute directly to the delivery, control and assurance of multiple live projects. The role requires practical project management experience — not solely administrative PMO support — and the confidence to take ownership of defined workstreams within an established governance framework.

You will play a key role in coordinating programme activity, monitoring delivery milestones, maintaining risk and issue registers, and ensuring accurate financial oversight across projects. A central aspect of the role includes supporting statutory health and safety compliance, including the coordination and monitoring of asbestos surveys, remedial works and removals, ensuring all records and certifications are properly tracked and auditable.

The position demands someone who can work calmly and effectively in a pressured environment, manage compliance-critical activity, and maintain high standards of accuracy and control without close supervision.

What You Will Be Doing

You will support the monitoring and control of capital projects across the education estate, ensuring that delivery plans, timescales and dependencies are actively managed. This includes maintaining programme data, preparing governance reports and dashboards, and supporting performance and assurance reporting to senior stakeholders.

You will be responsible for supporting financial control processes, including purchase orders, goods receipting, invoice verification, budget tracking and forecasting. Close collaboration with Finance colleagues will be required to ensure strong financial governance and audit readiness.

The role also involves coordinating statutory compliance activity, particularly asbestos-related works. You will liaise with contractors, consultants, schools and internal compliance teams to ensure works are programmed, monitored and evidenced appropriately, and that statutory records are maintained accurately.

You will act as a key point of contact for project and PMO queries, draft responses to enquiries including statutory information requests where required, and ensure effective communication across the service.

What We’re Looking For

We are seeking applicants with a minimum of two years’ experience working in a Project Management and/or PMO environment, with demonstrable involvement in supporting or delivering multiple projects or programmes. Candidates must show evidence of practical project management experience, including involvement in planning, risk and issue management, coordination of delivery activity and financial oversight.

Current asbestos awareness training is required, alongside experience or confidence in supporting compliance-related work within operational environments.

You should have strong experience managing project financial controls, including budgets, forecasts, purchase orders and invoice management. Experience supporting governance processes, preparing reports and dashboards, and maintaining structured programme documentation is essential.

You will be confident working autonomously, prioritising effectively when faced with competing deadlines, and maintaining accuracy under pressure. Strong written and verbal communication skills are required, particularly in environments involving schools, contractors and multiple stakeholders.

Proficiency in Google Workspace is essential, and experience using project tools such as Gantt charts, trackers and reporting platforms such as Looker Studio or Power BI is highly desirable.

Desirable Experience

Experience working with educational institutions, particularly in construction or capital project delivery, would be advantageous. Experience within a capital programme, property or construction setting is also desirable, as is experience operating effectively during periods of organisational change or resource pressure.

Why Join Us?

This is an opportunity to play a key operational role in delivering capital projects that directly impact Hackney’s schools and communities. You will join a professional PMO environment where accountability, resilience and sound judgement are valued, contributing to high-profile programmes while strengthening your project delivery expertise within local government.

Hackney Council is committed to equality, diversity and inclusion and welcomes applications from candidates of all backgrounds.

The recruitment process is anonymous. Therefore, we do not accept supporting statements or CVs.

When applying, there will be a number of questions relating to the post on the application form. It is essential that you complete the application questions, responding to each using examples of your skills, knowledge and experience.

We will not accept applications where Artificial Intelligence (AI) has been used to assist with completing the competency questions or any part of the application form.
