On behalf of the Association of Directors of Public Health, London (ADPHL), Hackney Council is recruiting an experienced Programme Manager, to lead the ADPHL Tackling Racism and Inequalities programme. This post is hosted by City & Hackney Public Health service. The post-holder will be a Hackney Council employee for the duration of their employment in this role. You will be fully embedded as a member of City and Hackney Public Health, able to access support and expertise from the wider Public Health team, as well as from the ADPH London core team.

The London Association of Directors of Public Health (ADPHL)

The London Association of Directors of Public Health represents Directors of Public Health across 33 local authorities, collaborating, providing peer challenge, supporting and advocating for public health priorities.

Following publication of its 2021 position statement highlighting racism as a public health issue, ADPH London has developed a programme of work to support Directors of Public Health and their teams to tackle racism and inequalities, to deliver improved health and reduced health inequalities in their populations, as well as within their own teams and services. The programme manager will lead and coordinate the various workstreams that comprise the whole programme. You will be embedded within the City and Hackney Public Health Service and work closely with programme sponsors, London Directors of Public Health and local partners, including London Councils, the Office for Health Improvement and Disparities – London region, NHS England/Improvement London and the Greater London Authority.

We are seeking to recruit an experienced, programme manager, to lead and manage a complex, pan-London programme focused on tackling racism and health inequalities across all 32 London local authorities and the City of London. The post is hosted by the City and Hackney Public Health Service and the postholder will report directly to the Director of Public Health. They will provide strategic leadership and programme management, to drive system change: supporting and enabling public health departments across London to embed antiracist and antidiscriminatory principles and practice and improve health outcomes for its diverse communities and stakeholder engagement.

In order to be considered for this vital position you will need relevant qualifications and on-the-job experience. This means that as well as having a degree in a relevant discipline or an equivalent level of public health and programme management experience, you will possess an understanding of basic behaviour change and public health principles. You must also have the tact, compassion and expertise to work with a diverse community of highly qualified professionals, who are themselves working in a challenging environment, tackling persistent health inequalities.

You will possess knowledge and deep experience of project and programme management and delivery, in a public health context, and you will be experienced in delivering approaches to antiracist practice. You will have a good understanding of the London public health and health inequalities system and architecture. You will work in a self-directed way and have the ability and experience to line manage and direct others. You will be capable and experienced in influencing others, beyond your authority and outside organisational boundaries. You will possess excellent communication skills and be a persuasive negotiator.
