12 Month Fixed Term Contract / Secondment Opportunity 

At Hackney Council we have an ambitious vision to make the borough fairer and safer, greener and healthier and a great place for every child to grow up.  To help deliver that vision, we have developed a cross-council transformation programme supported by a new team who work with colleagues across the council to deliver improved services for residents. 

We are seeking a Senior Business Analyst to not only deliver high-priority projects but to build, mentor, and professionalise our growing team of Business Analysts. This isn’t just about managing tasks; it’s about establishing a Center of Excellence for business analysis within Hackney.

Your Leadership Impact

In this role, your focus shifts from individual delivery to team empowerment and strategic alignment across our transformation portfolio.. You will:

  • Build & Mentor: Manage a team of BAs, providing 1-on-1 coaching, career development pathways, and performance management.
  • Establish Standards: Define the “Council Way” for business analysis—standardizing methodologies, documentation templates, and toolkit usage.
  • Resource Management: Act as the primary point of contact for Delivery Managers, allocating your team’s expertise to the projects where they will have the most impact.
  • Quality Assurance: Conduct peer reviews and provide oversight to ensure all requirements, process maps, and business cases produced by the team meet professional standards.
  • Strategic Influence: Work alongside the Strategic Lead Corporate Transformation to ensure the BA team’s output directly supports the delivery of the Council’s Corporate Transformation Portfolio.

What We Are Looking For

  • Proven Leadership: Experience managing or leading a team of analysts, preferably within a complex, local government environment.
  • Expert Practitioner: You still have “boots on the ground” expertise in business analysis practice, benefits realisation, and gap analysis, allowing you to lead by example.
  • Change Agent: A track record of improving team culture, implementing new tools or streamlining internal workflows.
  • Public Sector Savvy: An understanding of the unique challenges of local government, including democratic processes and budget constraints.
