Hackney Council is looking for a skilled, enthusiastic and experienced individual to join the Council as a Strategic Finance Manager supporting a key service directorate. The post holder will act as the lead finance officer for the directorate, providing strategic and high-level financial advice and support to senior management and elected Members. You will work closely with the Assistant Director of Finance to ensure strong financial governance, robust controls and effective financial decision-making at a time of continued financial challenge across the public sector.
While this is a generic strategic finance role, the post will primarily support the Adults, Health & Integration directorate, which includes Adult Social Care and wider health-related services. This is one of the Council’s most complex and high-profile areas, characterised by demand-led budgets, significant financial risk and ongoing transformation. The role offers a significant opportunity to shape financial strategy and influence outcomes within a politically sensitive environment.
The postholder will provide expert, strategic financial leadership to Directors, Assistant Directors, and the wider senior management team. Lead the development of the overall financial strategy, including responsibility for revenue and capital budgeting, and the medium-term financial plan. Support services to effectively manage financial challenges, demand uncertainty, and complex transformation initiatives. Work closely with the Assistant Director of Finance to strengthen financial assurance frameworks and internal controls, and clearly and credibly communicate financial information to Elected Members, senior officers, and external partners. You will directly manage and develop a small team, promoting high performance and a culture of continuous improvement.
To flourish in this role, you will need to build relationships and understand the business needs with broader financial objectives. You need to be part CCAB qualified or have extensive accounting experience with a solid understanding of local government finance, capital planning, and financial management.
